ICASA releases final RFSAP

The Independent Communications Authority of South Africa (ICASA) has published the final Radio Frequency Spectrum Assignment Plan (RFSAP) for International Mobile Telephony (IMT) that seek to outline regulatory and the technical conditions on the use of the frequency bands has been published. The RFSAP provides conditions and the requirements attached to the use of a frequency band in line with the allocation and other information in the National Radio Frequency Plan (NRFP). These conditions include technical characteristics of radio systems, frequency channelling, coordination and details on required migration of existing users of the band and the expected method of assignment.

The authority approved IMT Roadmap 2014, which came into force upon publication in the Government Gazette on 4 November 2014. It sought to ensure universal availability of broadband services as well as a vibrant and competitive telecommunications industry and promote investments, has been issued. The final IMT Roadmap formed the basis for the development of the Radio Frequency Spectrum Plans for IMT Spectrum 2015.

Following extensive public consultation and engagement with stakeholders, the Authority furthermore also completed the revision and is publishing the Final Radio Frequency Spectrum Regulations.

These regulations establish a framework through which the Authority may allocate and assign radio frequency spectrum under the South African Table of Frequency Allocations, establish standard terms and conditions which will be applicable to all frequency bands and applications and Radio Frequency Spectrum Licences. It will also establish a fair, transparent and efficient process and procedure for radio frequency spectrum licence applications.
