The term "Greenfields" refers to the eight new radio licences which were granted in 1996 as a result of the opening up of the airwaves. Greenfields licence holders include Kaya FM, YFM, Punt, P4 Durban, P4 Cape Town and Cape Talk. Secondary towns refers to areas other than Gauteng, Cape Town and Durban.
Questions ICASA is facing include how to promote direct foreign investment in local broadcasting; how to assist the industry to continue on a steady growth path and consolidate whilst at the same time promoting the policy goals of black economic empowerment and diversity of ownership.
