It quotes the Minister of Communication, Roy Padayachie as saying that the government must find smarter, faster and more creative ways to address the skills shortage and the lack of computer literacy and ability in South Africa.
He says that information technology has changed the way the world works - and it will continue to do so - and as a result, South Africa needs to improve its skills levels vastly in all sectors of government.
Padayachie says that South Africa must recognise the "uncomfortable truth" that it is not moving quickly enough when it comes to skills development in the IT sector and points out that as a result a number of skills initiatives are being developed to address the problems.
