Gordhan threatens municipal managers
Cooperative Governance and Traditional Affairs Minister Pravin Gordhan has written to MECs in all provinces to explain how senior managers in key municipal positions should be appointed.

Speaking to journalists in Pretoria, Gordhan said 170 financial officers in 278 municipalities had no qualifications.
"That is a huge number. The principle must be accepted that we want competent people to occupy key positions," he said.
Gordhan said he had asked the MECs to help put an end to abuses of procedures.
"Those without adequate qualifications, or those who have been improperly appointed, could lose their jobs. In some instances employees would have an opportunity to get the required qualifications may be able to continue to hold their positions," Gordhan said.
Some municipalities spend up to 43% of their operational expenditure on salaries, greatly reducing the funds they have available for the provision of services to ratepayers.
