Management, Disability Management and International Investment (Foreign Direct Investment) & Trading. He is also the Director: Finance, Legal & Administration for Aranha Construcoes LDA and Arcia LDA. Two Mozambican companies doing Foreign Direct Investment and Infrastructure Development: Road Concession & Construction, Rail & Port Concession & Construction, Liquid Petroleum Infrastructure & Mining Concession & Construction in Southern Africa.
He facilitated relationships of Disability Economic Empowerment (DEE) transactions within the context of Broad-Based Black Economic Empowerment (BBBEE) for SADI (South African Disability Investment) Holdings Limited as its Chairperson. He continues to advise government and corporates on strategy, policy formulation and implementation, strategic shareholder transactions, corporate governance, employment equity, preferential procurement, transformation processes, skills development and
corporate social investment.
He has participated in Provincial and National Black Economic Empowerment Charter Work Groups (incl. Disability Task Teams) and Economic Empowerment processes with other countries in Bi-National Commissions. and is currently serving Black Economic
Empowerment policy structures in corporate South Africa. In the Black Management Forum: He was previously the Chairperson (BMF - Western Cape) and served on the National Policy Committee of the BMF and the BMF representative on the Labour
Recruitment Chamber of the Services SETA. André has also been the Chair of the Transformation Committee of the Cape Regional Chamber of Commerce. He has also interacted with sector-based organisations (eg. Black IT Forum - Drafting input into BEE
ICT Charter: Version 3 and 4), AgriBEE, Wine Industry Charter, regulatory issues within the context of BMF (BBBEE Codes of Good Practice), corporate, international business schools, Non-Governmental Organisations (NGOs) and Small and Micro and Medium Enterprises (SMMEs).
As Project Manager: Economic Empowerment (Office on the Status of Disabled Persons) in The Presidency, André developed Economic Policy for Best Practice by SMMEs owned and / or managed by persons with disabilities as suppliers of services in
the SMME sector. This ensured that entrepreneurs with disabilities receive the appropriate services in order to succeed. Through this inter-sectoral and interdepartmental coordination, one thousand sustainable job opportunities were created. In addition to this, André is an advisor to Disabled Employment Concerns (DEC) Trust
which represents 4.8 million persons with disabilities. In this capacity, he has represented the Trust on various Boards of Directors in Economic Empowerment transactions in the Printing, Communications, Petroleum, Fishing, Transport and Development industries. He has developed operational capacity to create sustainable Debt Equity transactions within shareholding; i.e. Employment Equity, Corporate Social Investment and Procurement / Outsourcing Tools.
He has held several directorships and management positions with NGOs, government and the corporate sector. Furthermore he has facilitated and co-ordinated Economic Empowerment and Organisational Transformation in various capacities within
government. André is married and is currently finalising to do his M.Com in Management.
