Five tenders received for SAARF AMPS/RAMS

SAARF has recently invited tenders for the All Media and Product Survey (AMPS) and the Radio Audience Measurement Survey (RAMS) for the period January 2004 to June 2006. The fact that thirty-three sets of documents were dispatched on request shows the high level of interest.

The following representatives of SAARF stakeholders are assisting the SAARF management in the tendering process and together form the SAARF Tender Committee:

  • Howard Gabriels (ASOM)
  • Pierre Joubert (ASOM)
  • Beatrice Khubeka (PMSA)
  • Nick Holdsworth (PMSA)
  • Les Holley (OHMSA)
  • Gordon Patterson (AMF)
  • Maserame Tswaedi (ACA)
  • Anina Maree (SABC)
  • Tracey Stafford (NAB)

International experts will again be used when the process gets to the stage where the final tenders have to be evaluated and a recommendation be made to the SAARF Board. Harald Amschler, Technical Director of WEMF AG für Werbemedienforschung in Zürich, the body responsible for the Swiss National Readership survey, has already accepted an invitation to assist as technical expert, while other world experts might also be invited if necessary.

The SAARF Tender Committee decided on a two-phase process and an open-ended invitation was used for the first phase to ensure that as many new ideas as possible were tabled. The closing date for receiving tenders for this phase was Friday 27 September 2002.

All 33 interested parties who requested tender documents were reminded just before the deadline date to ensure that everybody had a chance to pitch.

Tenders were received from the following parties and will soon be evaluated. A short list of tenderers will then be invited to enter the second and final round:

  • Bucknull & Masson International Marketing, Media & Research, LONDON, UK
  • Information Warehouse Services, a joint venture between Infosense (Pty) Ltd and Intersol
  • Manjushree Infotech
  • QPS Marketing Research CC
  • Shonigani: a joint venture between Nielsen Media Research and Plus 94 Harris
  • TGI South Africa (Pty) Ltd

The SAARF Tender Committee will meet on 10 October 2002 to evaluate the above tenders and decide on the next phase of the process.
